Before going to the main solutions, you can try these initial workarounds that can solve your problem with minimal efforts.

How to Fix Your Keyboard Not Working
A. Check Your USB Port Is Working
Sometimes a USB port can just stop working when you upgrade to a new version of Windows. Usually it’s because of a driver problem. You should always check for this problem first.
Fortunately it’s easy to test: simply unplug the keyboard from the USB port and plug in another USB device – like a mouse or an external hard-drive. If that device doesn’t work either, the USB port itself is the problem.
B. Check Touch Keyboard Services
1. Open the Run window is to press 'Windows key + R'. Now, type services.msc and then press Enter.
2. In the Services window, double-click the Touch Keyboard and Handwriting Panel Service to open the properties of this service.
3. Now click on the drop-down menu of Startup Type and from the list click on Automatic.
4. Check Service Status is Running or not. If you see the service Stopped, click Start to start the service.
5. Now, click Apply and OK to save the changes on your computer.
6. Restart your computer
C. Enable Touchpad while in Tablet Mode
If you are in Tablet Mode but your Touchpad / Virtual Keyboard does not appear then you need to go to Tablet settings and check that you have disabled Show the touch keyboard when there’s no keyboard attached or not.
1. To do that, launch Settings and click System > Tablet > Change additional tablet settings.
2. Now use the toggle to enable Show the touch keyboard when there’s no keyboard attached.
3. Now go into Tablet Mode and hopefully the problem will be fixed.
